This year’s “Report on the Work of the Provincial Government” emphasized focusing on and strengthening specialty agricultural industries. It called for accelerating the development and expansion of key sectors such as beef cattle, tea, chili peppers, edible mushrooms, and traditional Chinese medicinal materials. Guizhou beef—known for its tender texture and delicious flavor—is gaining increasing recognition among diners, particularly in the Guangdong-Hong Kong-Macao Greater Bay Area. At the end of last year, Guizhou signed a major 400-million-yuan order with Guangdong. Currently, this beef is still being transported to Guangdong as live cattle for slaughter. In Wanshan District of Tongren City, construction is rapidly underway on the province’s first fresh-frozen beef supply base destined for Hong Kong, which will significantly boost Guizhou’s shift from selling live cattle to selling fresh-frozen beef.

From November 7 to 8, the “Qianling Paoding” beef precision-cutting technology training, hosted by the Guizhou Province Cattle and Sheep Industry Association, was successfully held at Huangniu Group Slaughter and Processing Co., Ltd. in the Cattle Industry Park of Guanling County. This training attracted a total of 100 participants, including technical personnel from beef slaughter and processing enterprises, technical managers from beef cattle breeding enterprises, representatives from large-scale catering companies, segmentation technicians from major chain supermarkets, and representatives from service providers along the industry chain.

“Previously, we couldn’t get loans because we lacked collateral. Now, beef cattle can serve as ‘liquid assets,’ and our first loan of 5 million yuan was quickly approved and disbursed!” said Mr. Yang, Chairman of Guizhou Wanshan Ruichang Fei Food Co., Ltd., recently. In recent years, the “Enterprise Home” in Wanshan District has focused on addressing the financing challenges faced by livestock and poultry farmers. It has innovatively introduced a model featuring “precise government-bank-enterprise matchmaking + innovative specialized financial products + end-to-end assistance and agency services,” successfully overcoming the longstanding difficulties in the livestock and poultry breeding sector—including “difficulties in obtaining financing, challenging collateral requirements, low loan amounts, and cumbersome procedures”—and helping three breeding enterprises achieve transformation and upgrading. As of October 2025, banking institutions have provided cumulative credit exceeding 30 million yuan through live livestock and poultry collateral loans, injecting strong momentum into the scaled and standardized development of the local livestock and poultry industry.

On September 16, the provincial on-site observation and symposium on beef cattle slaughtering, processing, and industrial development was held in Wanshan. Jiao Renjiang, chief veterinarian of the Provincial Department of Agriculture and Rural Affairs and executive deputy leader of the special task force for cattle and sheep, attended the meeting and delivered a speech. Liu Hao, deputy secretary of the district committee and district mayor, delivered a welcoming address. The meeting was chaired by Li Tao, director of the Veterinary Management Division of the Provincial Department of Agriculture and Rural Affairs. Also in attendance were Liang Xianyi, director of the Provincial Grassland Technology Testing and Promotion Station and deputy leader of the special task force for cattle and sheep; Hu Hui, deputy director of the Animal and Plant Inspection Division of Guiyang Customs; Ma Zhongyuan, member of the Party Leadership Group and deputy director of the Municipal Department of Agriculture and Rural Affairs; Zhang Qin, deputy secretary of the district committee; and Yao Bin, deputy district mayor of the district government.

This move marks the official launch in Wanshan District of a brand-new financing model that integrates “live animal registration + bank credit + insurance coverage + technology-based supervision.”
