Wanshan District takes optimizing the business environment as its core approach, adopting precise strategies and targeted efforts to continuously address challenges and remove obstacles for enterprise development, thereby enhancing the quality and efficiency of key industrial chain projects and injecting strong momentum into the region’s high-quality economic development.

“Right now, things are going pretty smoothly, and each department is feeling quite relaxed about what’s coming next.”

At the Xiaomi Whole-House Smart Experience Flagship Store in Tongren City, relevant officials from the district’s Bureau of Industry and Commerce are learning about the company’s recent business performance.

It is understood that this enterprise is a digital economy project introduced to Wanshan District in 2024, integrating product display, experiential sales, and customized smart home solutions. To facilitate the project’s implementation, Wanshan District established a special task force that provided end-to-end support—from site selection and planning to policy coordination and construction—completing store renovation and related procedures in just three months.

“The staff are very responsible and processed our permits quickly. During the subsequent operation, they’ll even come to our premises to check in on things, giving us even more confidence to put down roots in Wanshan and grow our business stronger and bigger,” said Xu Yajun, General Manager of Guizhou Sumi Technology Co., Ltd., with deep emotion.

“Normally, we use methods such as phone calls, WeChat conversations, and regular on-site visits to understand the difficulties enterprises encounter in their production and operations, and we do our utmost to help them resolve these challenges. We strive to ‘understand enterprises’ difficulties, alleviate their concerns, and clarify their doubts,’ so that enterprises can gain greater confidence and momentum for development in Wanshan,” said Zhang Cheng, Deputy Director of the Wanshan District Bureau of Industry and Commerce.

The same kind of support for enterprises’ “take-off” is also happening at Ruichang Fei Food Co., Ltd. Recently, a reporter visited the company’s site and found that the newly constructed slaughter and processing facility for chilled frozen beef destined for Hong Kong has been fully completed and will soon be put into operation.

To seize the opportunities presented by the consumption market in the Guangdong-Hong Kong-Macao Greater Bay Area, in 2024, Wanshan District fully advanced the construction of the “Ruichang Feigong Hong Kong Fresh Beef Industry Chain” project and received approval in July of the same year. Relying on the district’s high-quality beef cattle resources, the project plans to build a modern supply chain system integrating slaughtering and processing, cold-chain warehousing, and smart logistics. Products will be directly supplied to markets in the Greater Bay Area, including Hong Kong and Shenzhen.

To ensure the efficient operation of the project, Wanshan District has launched a “full-process agency service,” coordinating and resolving over 30 procedures—including land approval and environmental impact assessments—and providing low-interest financial loans to upstream and downstream enterprises. Additionally, a green customs clearance channel for agricultural products has been established.

“With the assistance of the Bureau of Agriculture and Rural Affairs, Customs, and the Market Supervision Administration, we’ve now basically completed the main structure and will soon be able to conduct trial runs. We’ll be ready to start production in June,” said Yang Dechang, Executive Director of Ruichang Fei Food Co., Ltd.

The business environment is the “lifeline” of regional economic development. Wan Shan District will implement a “one-to-one” contact and support service mechanism to help enterprises expand production, achieve full capacity utilization, and effectively implement preferential policies such as the pre-tax additional deduction for R&D expenses. The district will also assist these enterprises in securing funding for technological upgrades and equipment modernization, and ensure that enterprise incentive policies are properly implemented, enabling more businesses to take root, grow, and bear fruit on this vibrant land of Wan Shan.
