From June 10 to 11, Xu Lin, Secretary of the Provincial Party Committee, conducted research tours in Yuping Autonomous County, Wanshan District, and Bijiang District of Tongren City. He emphasized the need to deeply study and earnestly apply the important remarks made by General Secretary Xi Jinping during his inspection tour of Guizhou, thoroughly implement the arrangements made at the Seventh Plenary Session of the 13th Provincial Party Committee, leverage comparative advantages to strengthen and optimize the new-energy industry, and continuously consolidate the grassroots foundation to promote the comprehensive revitalization of rural areas. Provincial leaders Shi Yubao and Guo Xiwen participated in the visits.
Visiting Guizhou Jia Shang New Energy Materials Co., Ltd. and Guizhou Dalong Huicheng New Materials Co., Ltd., both located in the Dalong Development Zone, Xu Lin engaged in in-depth discussions with company leaders. He instructed provincial, municipal, and county authorities to help enterprises overcome their challenges and stressed the need to fully leverage the abundant manganese resources by pursuing “high-quality development of rich deposits,” thereby building a competitive new materials industry centered on manganese-based products and transforming resource advantages into developmental strengths. At the camellia oil demonstration base in Yuping County and the comprehensive beef cattle industry development base in Wanshan District, Xu Lin urged local authorities to adhere to an integrated approach of strengthening industries, boosting county economies, and enriching farmers’ livelihoods. He emphasized focusing on developing superior breeds, enhancing product quality and branding, promoting deep processing, extending industrial chains, and increasing added value. He also called for improving the sophistication, standardization, and intelligentization of beef cattle slaughtering and processing operations. In Xieqiao Village, Zhujiachang Town, Xu Lin carefully inquired about the village-level basic data “one-form system” and the status of rural collective “three assets.” He stressed the importance of continuously strengthening grassroots Party organization building in rural areas and using high-quality Party building to drive the comprehensive revitalization of villages.
On the evening of the 10th, Xu Lin and members of the research team held separate symposiums with relevant parties in Tongren City, focusing on strengthening Party building, conducting in-depth study and education on the spirit of the Central Government’s Eight-Point Regulations, and carrying out concentrated efforts to address unhealthy practices and corruption issues that affect the masses. On the 11th, Xu Lin chaired a special meeting to fully leverage the roles of the first secretaries stationed in villages and village Party branch secretaries. He listened carefully to the views and suggestions of the first secretaries stationed in villages, village Party branch secretaries, township Party committee secretaries, and representatives of county Party committee secretaries. He emphasized that we must firmly keep in mind General Secretary Xi Jinping’s important instructions during his inspection of Guizhou—namely, to uphold and improve the system of first secretaries stationed in villages. We should select and appoint outstanding personnel for these positions, clearly define the division of responsibilities between first secretaries and village Party branch secretaries, and persistently strengthen both grassroots foundations. First secretaries stationed in villages must truly immerse themselves in their posts, deeply connect with the local people, align their goals with those of the village Party branch secretaries, complement each other’s strengths, work together to accomplish practical tasks, promote development, and drive rural revitalization, thereby continuously enhancing public recognition. All levels and relevant departments must rigorously implement measures to care for, support, manage, and supervise these personnel.
